Oviedo hospital may be delayed by 18 months

Due to an extension granted by Gov. Charlie Crist, construction on a hospital in Oviedo may be delayed by up to 18 months.

According to the Orlando Business Journal:

Naples-based HMA (NYSE: HMA) got final state approval for the new Oviedo hospital on Feb. 19, 2008. By law, companies must start construction within 18 months of getting state approval to build new health care facilities in Florida, so the Oviedo hospital would have lost its approval if it didn’t start building by Aug. 18.

Once a project begins, continuous construction must be maintained, but there’s no time limit on finishing it.

But House Bill 873, signed into law by Crist on May 20, extends the construction start deadline by 18 months for health care projects. Senate Bill 1986, which has not been signed yet, would restrict that extension to projects approved on or before April 1.

This hospital group has never even contracted to purchase land so far. Did anyone really think they would commence construction when they don't have the land already secured or have the price of needed land locked in? Pretty easy to see that they cannot afford to build the hospital or buy the land for building it in the future, so they are just going to stall for time as long as they can and if their finances do not improve, they will simply walk.
